The journal recognizes the freedom of academic expression and carries out publishing activity in line with the editorial policy of the journal through observing the principles of independence, fairness, impartiality, restriction of conflict of interest, confidentiality, academic integrity, and competence by ensuring rules on a double peer-review process.
During the editorial decision, including when deciding on the issue of the paper publication, existing conflict of interest on the part of those involved in the editorial activity must be disclosed beforehand, whereas if it is impossible, shortly after the conflict of interest is revealed.
If a person involved in the publishing activity submits the paper for publishing in the journal, the decision-making process on the review and publishing is to be carried out without their participation.
Individuals involved in the publishing process should not disclose any information concerning the editorial activity to third parties to the extent to which it is necessary to ensure the editing according to rules and procedures established by this charter.
During the evaluation process of the paper, in compliance with the principle of blind peer-review, the reviewer is authorized to address an editor(s) with a question, which shall not be perceived as a violation of the principles of independence, impartiality, competence, and confidentiality.
The participation of authorized persons in the publishing activity is based on the principle of competence. When editing a particular paper, if an authorized person reveals the lack of relevant competence in the field or/and related to the execution of assigned duty, timely notification of one of the editors is essential.
